With reference to Mr. Chamberlain's Des-
patch No. 320 of the 27th. August, I have the honour to trans-
mit for your information the enclosed copies of an amended
Statement regarding the work and staff of Queen's College,
in which I have given effect to the suggestions and criticisas
made by Mr. Chamberlain thereon. With regard, however, to the
question of leave of absence I am strongly of opinion that,
to save misunderstandings and possible confusion in the future,
no option should be given to Masters in this matter, and that
Educational Officers should be bound by the following rules.-
(a) Two months School Vacation per annum on full pay; (b) Three
months Vacation Leave followed by half-pay leave at the periods
when such half-pay leave is granted. The question as to whether
School Vacation should be included in such Vacation Leave of
otherwise being settled according to paragraph 5 of Mr. Chamber-
lain's Despatch No. 406 of 28th. December, 1900; and (c) no
other Vacation Leave. These rules should apply to all Education-
al Officers hereafter to be appointed. Officers already in
the Service and appointed since the date of Mr. Chamberlain's
Despatch above referred to have accepted the above terms re-
-garding
